According to Part 4 of Article 31 of the Law of Ukraine “On Regulation of Urban Planning Activities,” in the edition as of June 9, 2017, construction projects of objects were subject to mandatory expertise if they:
- Belong to IV and V categories of complexity, concerning compliance with regulations related to sanitary and epidemiological well-being of the population, environmental protection, occupational safety, energy conservation, fire, technological, nuclear, and radiation safety, as well as the strength, reliability, durability of buildings and structures, their operational safety, and engineering support.
- Are constructed in areas with complex engineering-geological and technological conditions, in terms of the strength, reliability, and durability of buildings and structures.
- Are constructed using budget funds, funds of state and municipal enterprises, institutions, and organizations, as well as loans granted under state guarantees if their budgetary cost exceeds 300,000 hryvnias, concerning the cost estimate part of the project documentation.
